Meet the DLT Team

Jane Palmer

Jane Palmer has held a variety of roles in her 30-year career with the DLT.  She began working with the State in the Unemployment Division, previously managed the Providence netWORKri American Job Center, and is currently the manager of the Employer Events Team in the Workforce Development Division. 


Terri Avila

Terri Avila has 20+ years’ experience working in a variety of industries in the private sector. She has been at the RI DLT for the past ten years. During the last eight years, she has provided business services to hundreds of RI employers throughout their business cycles. She holds a Master’s degree in Communication Studies from URI.



Sheila Bliven

Sheila Bliven has been with the RI DLT as a Business Services Specialist for over 6 1/2 years.  Previously, she worked in a variety of HR roles in the private sector, including as a recruiter and as an on-site supervisor of temporary staffing.  She holds a Bachelor's degree in Communications from the University of Rhode Island.


Liz Miller

Since joining the Department of Labor and Training in 2009, Liz Miller has primarily worked with the Income Support Unit, assisting Unemployment Insurance customers and employers.  Liz’s current position is as an Employment and Training Manager in the UI Service Center.  Liz holds a degree in Communications.  Her prior experience in several customer service roles has served Liz well in her career at the DLT.
