2021 Fall Legislative Conference

RI SHRM's Legislative Affairs Committee invites you to our 2021 Fall Legislative Conference. Sarah R. Bratko, Esq. and Mickey Silberman, Esq. will begin the conference with a one-hour session on Rhode Island's newly enacted pay equity bill and what it means for employers and HR professionals. As one of the lead negotiators of the final bill text, Attorney Bratko will provide attendees with a "deep dive" into the bill text and explain what they need to do to bring themselves into compliance. As a leading subject matter expert on pay equity legislation, Attorney Silberman will place Rhode Island's bill in the context of larger legislative trends across the United States. Next, we will be joined by Thomas Pagliarini, Esq. for an overview of the 2021 legislative session at the Rhode Island General Assembly. Following Attorney Pagliarini's discussion of new Rhode Island legislation and how it will impact employers and HR professionals, we will be joined by SHRM's Lead Advisor, Public Policy & Government AffairsChenai Kirkpatrick . Chenai leads SHRM’s workplace immigration, workplace governance and global outreach initiatives, in addition to developing and implementing the strategic direction of the Government Affairs team. Chenai has extensive experience in advocacy, public policy, legislative affairs, law, regulatory and compliance. Before joining SHRM, Chenai served as the Senior Director of Government Relations & Deputy Counsel at Millwood. Chenai received her J.D. from Liberty University School of law and a bachelor’s degree from West Virginia State University.

Our conference will conclude with a keynote session by Allison West, EsqAttorney West is a nationally renowned subject matter expert on workplace investigations. She will present a one-and-a-half hour session on how to create "bulletproof" documentation that will withstand legal scrutiny.

FEATURED PRESENTERS:


Sarah R. Bratko, Esq. serves as the Vice President of Advocacy and General Counsel at the Rhode Island Hospitality Association (“RIHA”), a non-profit organization that represents over 700 food service, hotel, vendor, and hospitality members throughout Rhode Island.

Sarah is responsible for leading RIHA’s legislative advocacy efforts on the state and local level utilizing technical expertise, a unique grassroots network of industry leaders, and partnerships with other business groups.  She also oversees the Association’s “Kitchen Cabinet” advocacy group as well as the Rhode Island Hospitality Political Action Committee. 

As General Counsel, Sarah serves as a valuable resource for RIHA members about laws and regulations impacting the industry and is responsible for developing the Association’s legal technical education program, which includes trainings on workplace harassment, human trafficking, wage and hour, and other issues impacting the industry.

Mickey Silberman, Esq. is the founder of and a Shareholder with Silberman Law PC. For more than 25 years Mickey has represented employers throughout the nation and in every industry regarding affirmative action, OFCCP, pay equity, and Diversity & Inclusion. He is a nationally recognized expert and public speaker in these areas. Mickey helps employers navigate the often tricky world of systemic EEO and he provides to his clients creative, practical and strategic counsel and legal representation.


Chenai Kirkpatrick serves as Lead Advisor, Public Policy & Government Affairs. Chenai leads SHRM’s workplace immigration, workplace governance and global outreach initiatives, in addition to developing and implementing the strategic direction of the Government Affairs team. Chenai has extensive experience in advocacy, public policy, legislative affairs, law, regulatory and compliance. Before joining SHRM, Chenai served as the Senior Director of Government Relations & Deputy Counsel at Millwood. Chenai received her J.D. from Liberty University School of law and a bachelor’s degree from West Virginia State University.



Allison West, Esq. is an employment attorney by background and for over 20 years has assisted companies in creating a safe and respectful workplace. 

Allison focuses her practice on delivering customized workplace training, conducting workplace investigations; coaching executives/managers concerning performance or disciplinary issues; and serves as an expert witness. Allison also specializes in using her mediation skills to help individuals and groups to work through conflicts and create more collaborative work environments. 

Allison is a top-rated speaker at the HR, industry and diversity conferences, including the SHRM Annual Conference, and is a national expert on harassment, discrimination and investigations.  She was brought into CBS News in the wake of the Charlie Rose termination to deliver harassment training to the various news groups, and has appeared on PBS, CBS This Morning, and in O Magazine discussing workplace harassment issues.

Allison is a member of the State Bar of California and holds her SHRM-SCP certification and AWI-CH (Association of Workplace Investigators certificate).
